2007 Financial Statements
The Regional Board has received the 2007 Financial Statements and Reports. The Regional District of Central Okanagan had total revenues of $90.1 million and expenditures of $64.1 million during the year. After debt repayments, new debt and fund transfers the Regional District ended the year with an operating fund surplus of $7.6 million.

remuneration was greater than $75,000. The report also outlines the schedule of payments during 2007 for goods and services exceeding $25,000.

Regional Park Land Acquisition Program
The Regional Board has given support to a program to acquire additional land for the Regional Park system. The result of a statistically valid survey
conducted by Ipsos Reid during March showed that almost three-quarters of residents support the Regional District borrowing up to $25 million to
purchase park land. In order acquire the additional land, 71% of respondents support a two per cent increase in residential taxes or approximately $36 more each year. In light of the survey result, the Board supports a corresponding increase in the 2009 – 2013 Regional Parks budget and has authorized Regional District staff to begin a property acquisition program. Final support will be considered during the 2009 – 2013 budget discussions.

Central Okanagan Hospital District Budget
The Regional Hospital District Board is comprised of the members of the Regional District Board. It meets as required for decisions on tax requisitions and funding of major health-related capital projects and equipment. The Regional Hospital District contributes 40% towards these approved projects.
At the March 28th special meeting, the Regional Hospital District Board approved the Five Year Financial Plan, including the 2008 Budget of $15.7
million. For a home assessed at $456,000 ($316,000 in 2007) the contribution to the Regional Hospital District is $110.96, up $5.23 from 2007.

2008 – 2012 Financial Plan Approved
The Regional Board has approved the Five Year Financial Plan of the Regional District of Central Okanagan. The Annual Operating Budget for 2008
includes spending of $49.3 million and is funded by requisitions from property owners in the two Electoral Areas (Central Okanagan East and Central Okanagan West) as well as requisitions from the local government partners (City of Kelowna, District of Lake Country, District of Peachland, Westside District Municipality) on behalf of their ratepayers, depending on the services delivered to each area.
The average tax impact for ratepayers depends on local services provided by the Regional District and varies from neighbourhood to neighbourhood. It is
based on a home assessed at $456,000 in 2008 and generally reflects the following residential tax rates in each area:
Central Okanagan West Down $33.40

As a form of local government, the Regional District provides local services such as water, community parks and planning to the Electoral Areas. It also
provides regional services to the Electoral Areas and the member municipalities. These regional services include 9-1-1, dog control, regional parks and recycling.

There are 3,126 parcels in the Central Okanagan West Electoral Area. The total parcel tax revenue for these three programs (Solid Waste Collection, Waste Reduction, Recycling Program) from the Central Okanagan West Electoral Area is $154,299 or 67.87% of the $227,352 total for these three programs from the two electoral areas. Central Okanagan East has 1,480 parcels contributing $73,053 or 32.13% of the total cost of the three programs parcel tax revenues.

Funding goes towards Fintry Provincial Park

A North Okanagan provincial park is getting a financial boost.
The Central Okanagan Regional District is supporting an application for $4,300 in community tourism funding for the Friends of Fintry Society. If approved, the money will go towards an
information kiosk at Fintry Provincial Park, as well as travelling exhibit.
Directors are also supporting an application for $25,900 to the Okanagan Trail Riders Association to prepare and install directional signs for the designated Bear Creek Recreation site and trail system for motorized vehicles.
In other CORD news, Marilyn Rilkoff will begin duties as the new director of finance starting August 1, 2008.
Rilkoff is a certified management account and has been deputy treasurer of the regional district since the fall of 2001.
The board also recently received the 2007 financial statement and reports.
CORD had total revenues of $90.1 million and expenditures of $64.1 million during the year.

This below is an email we received April 14, 2008 from the North Westside Fire Dept in response to this question:

QUESTION
Can you tell me if the fire dept sends a bill to ICBC for each traffic accident the fire dept responds to?

ANSWER
A small token bill is issued to the Provincial Emergency Program by the Regional Rescue coordinator for an extrication outside of the fire protection district. An amount of approx. $125.00 will be paid if:

1. Extrication actually takes place ( if they are out of the vehicle when we get there then no extrication fee)
2. We are out of our fire district (we do not get compensation for any extrication/MVA's within our district whether the vehicle is local or from the rest of the world)
3. A pre approved Task # is issued by PEP to KFD Dispatch (before we are allowed to leave the fire protection district or no payment or coverage.).

This $125.00 if paid would be to cover the $200,000.00 truck we send with the $150,000.00 in equipment on it the five trained firefighters wages , fuel and wear and tear on truck and equipment. Neither ICBC or Highways feel that they should compensate a fire department for the service we provide to their motorists although in individual discussions each think we should be compensated, just by the other guys budget This argument has been ongoing for over ten years that I know of and you as a local taxpayer are still footing the entire bill. We get no funding (aside from your local fire tax dollars) to do MVA's and/or extrications in our district.
