WANTING A COMMUNITY WATER SYSTEM

Can we take you for a walk around the ponds at Valley of the Sun and show you all the water at Valley of the Sun?  The photos here are only photos and information of Valley of the Sun.  This webpage has links (at the bottom of the page) to photos of the 5 ponds located at Valley of the Sun subdivision, as well as there is a link to a map showing where water wells are located within Valley of the Sun.  There is another map we found of what we believe are water licences.  There are 4 ponds grouped together and then there is one small singular pond by itself in someone's yard which this pond is not shown on the original map but we point it out on this map.

Ravine at Valley of the Sun where a water pipe has been installed under Westside Road.
This ravine heads down hill from near the entrance of Valley of the Sun subdivision down to Okanagan Lake and is just below Valley of the Sun.  You can see some of the old dead trees from a fire that happened here years ago.  We were standing on Westside Road to take this photo.
Mr Kubas water pipe is located under Westside Road here and who knows in the end, this pipeline may extend down to Okanagan Lake somewhere here in this photo after the subdivisions vote.  Mr. Kubas does have a water licence on Okanagan Lake and a right-of-way or some type of permission to bring a pipe up here we were told.  Here are some photos of a portion of Mr Kubas water pipe which was already installed under Westside Road winter of 2007-2008 at Valley of the Sun.  Mr Kubas has said he is waiting for property owners to vote on a water system to see what he needs to do about water for his own subdivision/development as he has not applied to develop yet, but is planning to.  We just had email contact in Dec 2008 and Mr Kubas is still wanting to develop, despite the credit crunch he said.  Who knows for sure what will happen until these subdivisions so desperate for water have a vote on what they wish for, as in the end the properties who would be required to pay will be the ones voting

We wonder how many property owners were counted at the Killiney Beach Hall meeting of Dec 4, 2008.  okanaganlakebc.ca sat with two non-property owners at this water system meeting.  One non-property owner who came to the Dec 4, 2008 water system meeting was Diane Baldwin who is President of the North Westside Ratepayers Association, and the other was Alastair Fergusson who is ex-president of the North Westside Ratepayers Association and who is now a director instead for his own personal reasons and is still involved.  Both these NWRA members came just to observe the water meeting and so OkanaganLakeBC would have someone to sit with  ... just joking!  At least one of these Ratepayers has said to okanaganlakebc.ca that they feel Valley of the Sun should look for water near Valley of the Sun.

After all, doesn't almost all the water that goes into Okanagan Lake come from above it?  Why are we wanting to pump it back up again is a good question, isn't it?

Were we really ready to vote Dec 4, 2008 at that water meeting, and aren't we desperate?  Not that its property owners fault, but the way this has been going some property owners most likely feel taken advantage of, and to okanaganlakebc.ca appeared to be desperate and a little irrational in the heat of the moment, in that some asked if they could vote at the water meeting held Dec 4, 2008.

The NW Side Water Servicing Report of August 27, 2007 has a nicer map showing the Kubas water licence pipeline on page 35.

There is another map of this same system on page 12 of the NW Side Water Servicing Report dated Sept 26, 2007.

Won't this cost Valley of the Sun an arm and a leg bringing water into Valley of the Sun from Lower Fintry or La Casa with such a long water transmission main that will most likely cost over 1 million dollars as discussed in the La Casa study?  And won't it cost an arm and a leg for pumps and electricity to pump that water up the hill to Valley of the Sun from way down there at Fintry Delta for instance?  Water is very heavy.

Maybe we can't afford a dual pipeline to be able to utilize this lake/pond water at Valley of the Sun but surely we can try witching for a water well, more than one of us believe.  Wouldn't it be prudent to do a study to see if there is enough water for Valley of the Sun and allow property owners that knowledge?  If it is not prudent to study water closer to Valley of the Sun it would be nice to have a qualified engineering geologist or whoever it is that looks for water to advise property owners instead of the property owners taking RDCO staff and our director Jim Edgson's word for it?  At least one of us believes Jim Edgson lead Valley of the Sun astray when he said at the water meeting on Dec 4, 2008 that a dual water system is not possible due to all the regulations.  Well from what we were reading this is not true, as there is a dual water system built at a Kamloops Golf Community.  Here is just one story about this dual water system community but there are more dual water systems in existence and not just this example.

Here is a photo of way down there at Fintry Delta and showing the hill leading up to Valley of the Sun subdivision which is located at the top of this hill.  Doesn't that look like a long way up?  Following the winding roadway up from Fintry Delta its probably close to a 4 km of pipeline from Fintry Delta to Valley of the Sun, and maybe not that far as the crow flys.

There are test drill locations shown on Summit Environmental June 23, 2008 report that show where they are considering test drilling down at Fintry Delta.  If you look at page 23 here it shows a map of the test drilling locations they are considering.  Reading Summit's report, it doesn't look very scientific to us and we wonder if these locations were witched or maybe there were just fingers pointed and it was guess work, as it sounds like guess work by reading this report.  When asked, one of RDCO's staff members Delphine M. who did the presentation at the Dec 4, 2009 water meeting said she didn't know if Summit Environmental's locations were witched, as she said she had only started work on this water system for Upper Fintry about 3 weeks ago when one of us did ask at the Dec 4, 2008 meeting.  It looks like most of Summit Environmental's test drill locations are located on the far side of Fintry Delta as well (no pun intended).  This hill leading up to Valley of the Sun has been on fire in the past and there are many dead burnt trees left over with many still standing.  It looks like it was a pretty good fire.  I heard from a fireman whom worked one fire here and he said if it were not for the wind shifting this place would have went up.  There was one home that did get burnt here apparently.  There are burnt trees on properties in Valley of the Sun on Briarwood Road which didn't really look dead but one did fall over onto one person's truck.  The trunk broke in half near the base of the trunk where this fire burnt the trunks of these big tall trees.

Here is another photo of Fintry Delta.  You can see the dry grass (fire hazard) field which is very close to Summit Environmental's test drill location.  You can see how dry the grass is down there.  This grassy field has been on fire before.  We have seen this dry grass very tall (not sure if anyone cuts it).  A fire was accidently caused by a camper staying at Fintry Provincial Park shown in the photo below this one a couple years ago.  This photo was taken August 2, 2008.

How about a downhill gravity fed system from up the hill behind Valley of the Sun instead, if water could be found there?  Wouldn't the yearly maintenance and user fee costs be considerably less for a gravity fed system?  Over the long term those yearly costs could be a real saving for property owners, or would they not?

A few years ago a camper camping down at Fintry Provincial Park located on the left side of the Delta in the photo above, accidentally lit the dry grassy field located to the right hand side of the campsites on fire.  That dry grassy field is a fire hazard in the summer and should be boat trailer parking or something else!  It would be nice to have parking along the Okanagan Lake lakeshore so that sunbathers can watch their vehicles, because as it is vehicles right now are an easy target for thieves as the current parking lot is not in very good view of the sunbathers at the public day beach down there.

It does say in the studies that it is preferable that Valley of the Sun join with Upper Fintry and Shalal Road for one large water system and maybe its because Upper Fintry doesn't have enough water.  One water system would be easier for RDCO to look after.  But wouldn't it be more thoughtful to have two or more separate water pumping systems in case of a forest fire taking out the pump at Lower Fintry for instance, and the only water system?  What happens to Valley of the Sun if the fire is coming from the Kelowna side and takes out the Lower Fintry water pump where Valley of the Sun gets their water from?

We would think that there would be more water to fight a forest fire if these ponds at Valley of the Sun could be utilized with using a dual water pipeline system instead of a single pipeline from a potable water well as the reports seem to suggest that there is not enough fire protection for a forest fire, but then again maybe its too expensive.  One study we read, we think said the distribution pipeline around Valley of the Sun for potable water would cost approx. $675,000.

Maybe a cheaper PVC pipe could be used for an irrigation fire protection pipeline?  We read somewhere that PVC water pipe leaks less, but doesn't last as long as cast iron and depends on the soil conditions.  All water pipe systems are prone to leaks and in some cases 20% of water is lost, we read somewhere.

Do you think it isn't worth it to study water at Valley of the Sun?

It is recommended that the RDCO consider retaining a hydro-geologist to review the capacity of the aquifers in the areas. The hydro geologist should also check the potential for sewage
contamination to the wells and the possible future impact of substantially more residences near the Fintry delta. Groundwater quality for drinking water should also be reviewed as part of the hydrogeology work;

Isn't there enough water just for Valley of the Sun (photos) nearer to Valley of the Sun, Central Okanagan West director Jim Edgson and Regional District of Central Okanagan?

What about the possibility of pumping water from Ewings Landing area District Lot 3520 to Valley of the Sun District lot #2922 which looks closer on this map than Fintry Delta District Lot #686 in this map and maybe not have to pump the water so high up?

A resident of Valley of the Sun has said it looks like there is a water system in place on one of the lots near Valley of the Sun and that there is a water tap there in the bush that works.  We have not seen this tap and now its too late for that this winter.  This subdivision may be Ewings Landing but not sure.  This water tap is supposedly located somewhere between Valley of the Sun and Attenborough Road, which is the bush road on the other side of Westside Road from Okanagan Lake.  You take the road across from Valley of the Sun mailboxes and it takes you to Attenborough Road near Eastamont Beach.  We have been in the bush over there a while back and did see vegetation there that suggests water.  This may be the water in the photo below that comes out at Ewings Landing??

The blue triangle dots are the recorded wells and the red dots are the unrecorded wells that we know are here from talking to people.  We marked in the red dots meaning unrecorded wells, and we did not mark in the blue dots for the recorded wells, as they were part of this map.

How many wells did you count on the map above?  This is what we counted

recorded wells = 18
+
unrecorded wells = 7

so in total 25 wells at Valley of the Sun

Not sure how many of these wells have dried up or have no water, but it would be interesting to know.

Check back every so often to see what we have been working on.  We are sure this will be an ongoing project until time is up.  May have to go for another walk to those melted spots on that one larger drier looking pond and take another photo.
