July 6, 2011 update on the Construction of the new Community Water System
for Upper Fintry/Valley of the Sun/Shalal Road

The good news is that once the main pipe is installed along Firwood Road in Valley of the Sun, the smaller pipe won't take as long Delphine Maja the Engineering Technologist from RDCO told us.  Delphine told us that the 12' main going up Firwood takes longer to install than the smaller pipe.  Delphine figures they will have Valley of the Sun done by the end of July 2011.  Delphine told us that once the system has been installed, the system will need to go through 4 weeks of testing before homes can start using the water.

Hi Westsiders,

Yes, you can rest assured we will do everything possible to advertise the day the Upper Fintry/Valley of the Sun/ Shalal Road water system goes into service.

The construction is proceeding on schedule and we still anticipate the water system infrastructure to be complete by the end of October. I suspect final cleaning and charging the water system to take another month, and all going well (no un-expected catastrophes) residents can expect to be using the system before the end of this year.

As of today we have issued 23 permits:

  • Valley of the Sun: 20

  • Shalal Road: none

  • Upper Fintry: 3

To Chair Robert Hobson and Chief Administrative Officer Harold Reay:

The reasons I oppose the Temporary Industrial Use Permit at Valley of the Sun are as follows:

1. Valley of the Sun will have been woken up at 7:00am weekdays and weekends for long enough. It is not like it is an impossible task I am asking for (to move the gravel operation), because there are other sites including the Shorts Creek Firehall situated between Upper Fintry and Shalal Road nearer to where they will be working, making the commute for the two large Cat 735’s on Westside Road that much shorter. It would be closer to Upper Fintry which has several longer roads than you would find at Valley of the Sun and Shalal Road. Can you please inform me how many km’s of roadway at Upper Fintry and Shalal Road compared to Valley of the Sun?

2. Delphine Maja Engineering Tech told me they are working weekends. I thought it was one of the other crews working out here working weekends like Wayne Watson or Rock’n Harley excavation digging the water lines from the road to the house until I talked to Delphine Maja Engineering Tech the other day. She advised me they are working weekdays and weekends starting at 7am. Last Saturday they were working when I had my best friend from Burnaby visiting on the Canada Day long weekend July 2, 2011. Needless to say my visit with my best friend was not as pleasant while outside in my yard due to the jack hammering type noise taking place. I have tried not to turn my air conditioner on yet to save money and save energy. I really don’t want to have to turn it on closing the windows until I have to. I expect more visitors including my cousin (from the coast) near the end of July, because they are attending a wedding and are staying at my house while they attend the wedding.

3. It is not fair to Valley of the Sun to have to put up with all the dust and noise for other subdivisions too. There are more properties at Upper Fintry (180 lots) than at Valley of the Sun.(147 lots). Then there is Shalal Road (14 lots) all a distance from Valley of the Sun. Plus if they also work on Lower Fintry that just makes construction time that much longer for Valley of the Sun. What is up with Lower Fintry, are they joining in?

4. Shorts Creek Firehall would be less disturbing to all the subdivisions, if the gravel processing occurred there.

5. The gravel operation being on the south side of the Firehall shouldn’t disturb Shorts Creek

6. The land is barren on the south side of the Firehall and so there should be no environmental concerns.

7. There is sight distance for trucks to turn out onto Westside Road from the Shorts Creek Firehall, and there is less hill on that side of the Firehall for the Cat 735’s to climb saving fuel. The Fire trucks don’t have a problem and so shouldn’t the two large Cat 735’s. The Cat 735’s don’t have to manoeuvre the sharp corner and hill at Shorts Creek, nor do they have to worry about loosing their brakes just before Shorts Creek heading south with no where to go. I am very concerned about the Cat 735’s using Fintry Delta hill when the time comes. I feel it would be best to move the gravel processing operation down to Fintry Delta when the time comes to use the Cat 735’s down there.

8. The Shorts Creek Firehall location would decrease water use needed to keep the dust down the entire length of Firwood Road in Valley of the Sun which is probably close to km or maybe km’s long. From what I have been hearing is there is a shortage of water in the Okanagan, so in this way the water truck would not be needed as much. Where is the truck getting the water from, La Casa? This would save emissions, carbon deposits, fuel costs, wear and tear on the two Cat 735’s and the water truck, plus keep the dust down because Shorts Creek is closer to La Casa than Valley of the Sun by about 1 km’s. One km may not sound like much, but just think 1 km x 2-4 trips per hour per day and three vehicles… that all adds up.

9. The construction company said at the last Board meeting that they water Firwood Road, but as you can see in the photos at the link in this letter, there is still dust.

Shorts Creek Firehall is a much shorter distance from Shorts Creek to the rest of the project at Upper Fintry, Shalal Road and possibly Fintry Delta saving carbon deposits and fuel costs on the two Cat 735’s water truck, etc. I suspect that they are getting water from La Casa. This would decrease travel time and emissions for the water truck? Why not move the gravel processing closer to where it is needed for the rest of the project? How hard are two pieces of equipment (gravel processing operation) to move rather than how many trips in the two Cat 735’s and the water truck? Please see pictures of the gravel operation and construction including the two Cat 735’s here at this link. Please take note of the dust.

I suggest keeping the gravel processing Temporary Industrial Permit where it is at Valley of the Sun, since it is already in use here (too bad), until such time as Valley of the Sun subdivision pipe is installed, then move the gravel processing to the Shorts Creek Firehall location to finish working on the other subdivisions. When they work on Fintry Delta, move the gravel operation down there if there is a spot for it? Maybe put it on the lot with the wells?? I am concerned about the Cat 735’s using the Fintry Delta hill with tourists. I would like to see the Cat’s on that hill as little as possible.

There are also wild animals, painted turtles, pond life, and several bird types including woodpeckers and owls that live at Valley of the Sun. The Cat 735’s have to drive next to the smaller pond. I believe the construction is disturbing them as well. I hear birds screaming to tell you the truth. I believe if a bird is screaming that it must be in distress. I haven’t noticed birds screaming like that before in Valley of the Sun, and it isn’t just the peacocks.

If I were the contractor, I would want to save on fuel costs, and manpower. Plus moving the gravel processing operation may speed up construction time. I suggest that the Regional District investigate. Maybe I am off the wall, I don’t know for sure because I am not in the same position as the Regional District to find things out, but to me keeping this gravel processing at Valley of the Sun all summer is off the wall and I really don’t want to listen to the noise and nor eat dust all summer for other subdivisions. That wouldn’t be fair.

Valley of the Sun to Boundary Park = 1.3 km
Boundary Park to Shalal Road = .3 km
Shalal Road to Shorts Creek Firehall = .3 km
Shorts Creek Firehall to Fintry Park (turn off) = .4 km
Fintry Park to Upper Fintry Subdivision = .1 km
Upper Fintry Subdivision to La Casa = 1.8 km

Also, at the very least, can you please tell everyone that a grant has been secured to help bring the cost of the water system down for everyone? Has the Regional District applied for any grants since being turned down on the one grant, besides the grant to re-pave the subdivisions?

Temporary Industrial Use Permit

The Regional Board has approved a Temporary Industrial Use Permit associated with construction of the new water system for the Upper Fintry, Shalal Road and Valley of the Sun subdivisions. The permit will allow an industrial storage yard and worksite on a .8-hectare portion of a five hectare parcel in the 900 block of Firwood Road. As well, materials that are dug up during construction will be screened on site to be re-used as needed during installation of the water system works.

Director Edgson said that he spoke with residents of Valley of the Sun, and he said that the residents of Valley of the Sun he spoke with are not opposed to the Temporary Industrial Use Permit being in use for 6 months.  We wonder if he talked to the people who own the barking dogs at Valley of the Sun, because in our opinion these people may not have much hearing left for the noise to bother them.  Director Edgson said that the Ministry of Transportation and Fintry Provincial Park both own Valley of the Sun view point.  Director Edgson did not say why the view point could not be used for a gravel operation but he did confirm that water pipe was dropped at Valley of the Sun view point.  Nothing was mentioned about why the Shorts Creek Firehall would not be a suitable location due to it being located between Valley of the Sun and Upper Fintry where the new water system is being installed.  BC Underground said at the meeting that they use a water truck to keep the dust down on the road, but by looking at the photos below, it doesn't look like they are using it on the road to keep the dust down to us.  And then just after the meeting that large 735 Caterpillar started driving down Balsam Road where the complaint came from.  What a bunch of jerks, that is all we can say.  That Caterpillar is probably driving up and down the subdivision 4 times an hour BC Underground said.  So does Valley of the Sun have to put up with the noise and dust when Upper Fintry water main is being installed too?  In our opinion Director Edgson spoke with some crazy people at Valley of the Sun.  We can only guess that some of the people at Valley of the Sun don't realize they may receive foundation cracks and other vibration type problems with their property.  These same people must not have thought they would want their windows open for air this summer either.

This is where the Temporary Industrial Use application for processing gravel is located in Valley of the Sun on an RU2 parcel.  This Temporary Industrial Use application is located on Firwood Road as far into the subdivision as you can go, and is on the main road in Valley of the Sun subdivision.  There are two pieces of equipment and the gravel processing unit located here that we can see.

As you can see the gravel process is not taking much room and the gravel could have been processed at Valley of the Sun viewpoint or Shorts Creek Firehall, or maybe across Westside Road from Upper Fintry, without disturbing earth in an RU2 zone.

This was Valley of the Sun viewpoint to start with.  The water pipe was dropped there.

This is Valley of the Sun viewpoint which is directly across Westside Road from Valley of the Sun (Firwood Road) where the Temporary Industrial Use permit is in use before the permit was ever issued.  To the left of the photo you can't see, but the viewpoint is larger than what you see in this photo.  There is still room to the left of this photo.  Who cares if the Ministry of Transportation and Fintry Provincial Park own it.  It would be less disturbing for residents of Valley of the Sun if the viewpoint were used to process gravel instead of processing gravel through a subdivision in an R1 zone.  Why would the Ministry of Transportation object to the viewpoint being used.  It might help stop some people from dumping garbage over the bank.  Temporary fencing could help for security purposes instead of disturbing residents in an R1 zone all summer.

Notice that yellow Fire hydrant.  What is this fire hydrant doing there across the road from Valley of the Sun.  Is Valley of the Sun paying for that fire hydrant or does everyone share in the cost?  We can see how that fire hydrant may be sheared off by a snow plow or someone going out of control and hitting it, which in turn would flood Valley of the Sun hill.  If it happens in the winter, the water will freeze to the Road on the hill.  There are no curbs to protect someone from going off Westside Road on Valley of the Sun hill, and its can be scary in the winter as it is.  The Fire hydrant should have gone where the road is not sloped down Valley of the Sun hill.  Vehicles have a hard time on Valley of the Sun hill in the winter and so a road of shear ice near the top is not ideal.  The fire hydrant should have gone closer towards Kelowna from this point in our opinion.

The fire hydrant looks crooked, we imagine because it is located on Valley of the Sun hil.  It is most likely installed correctly according to a level.

Typical commercial US dump trucks carry about 10 short tons for typical materials like gravel or soil.

City of Richmond Noise Bylaw states sound levels from .pdf icon construction or construction equipment must not exceed 80 dBA

From Interior Health - So how loud is too loud? Sound is measured in units called decibels (dB). The humming of a refrigerator is 45 dB, normal conversation is approximately 60 dB, and the noise from heavy city traffic can reach 85 dB Long or repeated exposure to sounds at or above 80-85 dB can cause hearing loss. You can listen to sounds at 85 dB in relative safety for up to 8 hours a day; if you add only 3 dB to that, it is now safe for four hours per day; add another 3 dB (91 dB) and the sound is relatively safe for only two hours per day. For each 3 dB increase in sound pressure, the duration of listening in relative safety is cut in half. Once you reach 100 dB, it is barely safe for 15 minutes a day.

Can you imagine what the noise level of these Cat 735 earth movers is like outside the cab?

How would you like this Cat 735 to be driving in front of your house 4 times per hour, 5 days per week from 7am until 7pm, not just for water system construction for your own subdivision, but two other subdivisions as well?  There is 12 km's of water main being installed, Delphine Maja from RDCO told us June 30, 2011 over the phone.

This Cat 735 is an articulating type vehicle, meaning it bends in the middle to help manoeuvre tight corners.

You won't notice how loud the Cat is compared to the typical gravel truck by looking at these photos, but do you notice the difference in the size of the tires between the Cat 735 and a typical dump truck?  The wider the tire the heavier the load.  Have you ever seen a gravel truck that articulates.  No, us neither.

See how wide the tires are.  The tires need to be wide to distribute the heavy weight or the weight would break through the pavement with repeated trips.

 

 


You can see two earth movers in this photo at the entrance to Valley of the Sun, so there are two EARTH MOVERS working.

Here are two Cat 735 earth movers parked out alongside Westside Road across Westside Road from Upper Fintry.  Why wouldn't there be enough room for the gravel processing to take place at the entrance to Upper Fintry where this machinery is parked?

 

The Temporary Industrial Use Permit is for a parcel located in an RU2 zone, but the truck is mostly travelling through an R1 residential zone.  The Industrial Use Permit is good for 1 year, but it is estimated to be in use for only 6 months.  They wanted the permit for 1 year in case there are extenuating circumstances like a fire for instance, that would push construction back. The TEMPORARY Industrial Use Permit can be renewed for up to 6 years RDCO Board said.

 

There are two other subdivisions having a water system installed as well as Valley of the Sun, so Valley of the Sun will have to endure this EARTH MOVER for the duration of construction for the other two subdivisions as well.  Wonder if the Regional Board know how big the Cat 735 really is.  This is not your typical gravel truck, its an EARTH MOVER.

To RDCO:

Re: Temporary use permit for Lawrence Werger at Valley of the Sun:

I am opposed to the gravel trucks running up and down Firwood Road to the Temporary Use location at Lawrence Wergers near the end of Firwood Road at Valley of the Sun in regards to the Fintry Water System Construction. The huge Caterpillar 725 dump truck makes excessive noise, dust, etc. for residents of Valley of the Sun. This is not a normal dump truck. It is very large and loud dump truck. I don't see any water or oil on Firwood Road and as a matter of fact I took a photo of a huge dust cloud behind the Caterpillar exiting Lawrence Wergers one day. The dust is excessive.

I am sure that the Fintry Lookout would have been a much more preferable location so as to disturb residents who live in the Valley of the Sun subdivision, the least. It has been very disturbing for me as a resident that these trucks have been permitted to run up and down Firwood Road umpteen times a day for a month already when it was unnecessary and without a permit. I don't see why Valley of the Sun lookout could not be used, since there was water pipe dropped there. The lookout is right beside Westside Road at the entrance to Valley of the Sun which would make it convenient and not cause excessive travel on Firwood Road.

And then to top it off, I find out there is no permit and residents were not informed of the use before it happened.

Why would RDCO say in the report that there is no other suitable location? That is just asinine. There is the Shorts Creek Firehall location and the Valley of the Sun lookout that would be less disturbing to residents of Valley of the Sun.

I feel that RDCO has been negligent in regards to this project, especially since its RDCO's own project. I also feel RDCO has not been forthright and honest with residents of Valley of the Sun.

I am vehemently opposed to this Temporary Use application. I am also vehemently opposed to how the property was being utilized before a permit was even issued and before residents were informed.

June 21, 2011 we smelled someone's sewer at Valley of the Sun, and it wasn't pleasant.  Someone must have had their sewer dug up to be up to code for the water system.  Then on June 22, 2011 we took this photo of sewer pipe laying alongside Firwood Road where all the machinery was sitting between the two bends after you first enter Valley of the Sun.  Thought they were installing water pipe.  What is the sewer pipe doing laying there with all the water pipe stuff we wonder?

July 4, 2011 Firwood Road is uneven at the sharp bend in Firwood Road, which makes it dangerous because people drive on the pavement going either way.  Some vehicles are lower than others and this makes it difficult for vehicles to pass by one another.

May 22, 2011 we took some photos of the water main construction along Westside Road BC.

The water main will serve Upper Fintry, Shalal Road, and Valley of the Sun.

Haven't heard yet if Lower Fintry will be joining.

Watch out for the huge holes on Westside Road at Upper Fintry.  There is a huge hole next to the bucket on the loader in the photo below.  Its a dousy, so slow down before you hit it!

 

Below is a photo of the huge hole, although its not very pronounced in this photo, and the photo does not do it justice, please be careful.

In this photo below, at the end of the gravel section is where the water main will come up the hill from Lower Fintry.

The photo below shows a couple pieces of machinery sitting beside Muir Road at Upper Fintry.

 

You can see the Shorts Creek Firehall in this photo below.  There is a bunch of 12" water main pipe laying there and the machine that rips up the pavement is sitting behind the water main pipe.

This thing below is the Wirtgen pavement skimmer, if thats what they call it?

 

This photo below shows the north side of Shorts Creek at Shalal Road (looking north).

 

In this photo below you can barely see Shalal Road on the left, but this is Shalal Road intersection with Westside Road looking north towards Vernon.

 

In this photo below, you can see the equipment sitting on the side of Westside Road and across Westside Road from the entrance to Upper Fintry subdivision.

WATER MAIN CONSTRUCTION HAS STARTED

A week or so before May 20, 2011 we heard this big truck going up and down Firwood Road.  We finally got to see it on the way to the mailbox one day.  Its louder and bigger than a gravel truck.  The picture makes it look smaller than it is.

The truck is maybe hauling asphalt that they are tearing up on Westside Road for the new community water system, or gravel, we are not sure.  They are probably storing the asphalt somewhere until later, but we are not sure where.  We haven't seen the asphalt yet.  Later they will most likely recycle the asphalt and use it to repave Westside Road they tore up.  At least that is what was discussed.

May 20, 2011 we seen this truck in Valley of the Sun subdivision.  Probably hauling asphalt that they are tearing up on Westside Road for the new community water system.

FINTRY WATERMAIN PIPE HAS ARRIVED

We noticed Upper Fintry, Valley of the Sun and Shalal Road water main pipe sitting at Valley of the Sun viewpoint overlooking Fintry Delta May 13, 2011.  You can see Fintry Delta in the background of this photo.


This label (above) was on one of the two pails of lubricant that was sitting on the blue water pipe.  We cropped part of the pail out of the picture a bit and rotated the image sideways so you can read the label on the pail right side up.
