How about a "Vote Letter Distribution System" at the bulletin board similar to the one
that the NWCA newsletter is distributed in?
(A green wooden box similar to the one in the picture above that the North
Westside Communities Newsletter is distributed could hold voting letters.)
Would you like to see a small wooden box to hold voting letters
that residents could fill out at the local bulletin boards located in the
"Central Okanagan West" area ... previously known as "North
Westside Road" area? Just like the green wooden box the "NWCA Newsletter" is placed in for
residents to help themselves which are located near the entrance to each
The green wooden box could have a flyer on the front of
it with what the vote is about and residents could choose to take and fill out a
vote letter on the proposal. We could place the box in plain view so residents
could have a look for a new flyer as they drive by and know if there is
something to vote on then. Good example is for the alternative approval
process. The vote letter could be in the form much the same as the
alternative approval elector response form.
This last part of the initial vote box concept doesn't seem to be going over to
well, so lets scrap it! Below is another idea that may work better.

Beside the wooden box could be another metal box
that residents could place their votes into a mail type slot similar to the slot
on the red Canada Post mailboxes with
the handle that you pull towards you to put your letter in like this one, or
they could be mailed directly to RDCO too, but it would be better to place your
vote in the box for local counting to be posted on the internet here on this
website for all to see.
But on a smaller
scale than the red Canada Post mailboxes, and just large enough to hold the votes in that subdivision that the vote box
is placed at?
Now that we have thought about it more, maybe a better idea is to have a compartment in the top
portion of the green wooden vote box. The top of the box could
have a lid with a hole in it with a lock on it for the votes to go into the
compartment after the vote letter is voted on and placed through the hole.
The lid could be unlocked and opened to remove the vote letters for counting.
The boxes could just be wooden boxes or metal boxes like the green Vernon
Morning Star Newspaper box.
For a box located in the rain beside the bulletin boards or mailboxes, the lid
on the top of the box could be made a little wider to shield the sides of the
box, and the hole that the vote letter gets slipped into could be on the front
side of the top compartment instead of the hole being in the top lid.
The new revised thought is how about instead of placing the vote letter in a
slot near the mailboxes after voting on it, we could mail by Canada Post the
vote letter to RDCO or the appropriate location instead. This way there is no
stuffing or tampering with the votes. The vote letter could be designed in
much the same style and form as the alternative approval process elector
response form that seems to be legal and an acceptable way to say no, so why
wouldn't it work for both a yes and no vote.

Before we revised the above vote box concept we received an email from one of the Regional District Directors (Len Novakowski) for
the North Westside area but he said that he wouldn't support a vote box at the
mailboxes because, "The Regional District does not have the function or
resources to install or manage voting boxes." Also Len questions the
legality of unattended voting boxes when trying to determine a community issue.
He said he would not be supportive of a grant-in-aid for a voting box project.
We have asked Len to have a second look and check the legalities because residents
could install and look after the vote boxes themselves. Residents looked
after the vote with the "alternative approval elector response form" themselves
which could have been tampered with, so we asked Len to look into it further.
We were also told by Len that we need to work with the
Community Association to resolve the
flyer/bulletin board issue regarding the flyers all over the ground blown off
the bulletin board by the wind.

not answer their email at all, or for a very long while, so it may be
better to phone them. We have sent emails regarding the flyer/wind issue
before and have gotten no response from the NWCA.

We are in the process of asking the Regional District if we would be
eligible for a grant-in-aid for vote boxes. If residents would like to donate towards buying and building some voting
boxes please let us know and we will just take names, email addresses and phone numbers for now, and
if we get enough pledges for donations to build vote boxes for each subdivision, we will phone you back to ask you for your donation,
but that's only if we can't get a grant-in-aid from RDCO.
