In addition, Jenna Gall has been appointed to a second, one year term as a student member of the Commission. The independent Commission volunteers provide expert advice to the Regional Board on environmental issues related to land use and development applications.

Serving their first three year term are Bobby Bedingfield, Gerry Leering, Janice Reilly, Liza Rodrigues-Bishop and Bob Whitehead. Francesca Bertolini will serve a one year term through August 2017. The independent Commission volunteers represent a diverse background of environmental professions, practise and experience which provides expert advice to the Regional Board on environmental issues relating to land use and development applications.

Staff report dated August 15,2016 outlined the Commission's Terms of Reference, resumes of individuals recommended to be appointed to the Environmental Advisory Commission.

THAT Bobby Bedingfield, Gerry Leering, Janice Reilly, Liza Rodrigues-Bishop and Bob Whitehead be appointed as members of the Environmental Advisory Commission for three-year terms (August 2016-August 2019).

SUBJECT: Planning for Ecological Connectivity in the RDCO. Presentation by Dr. Lael Parrott, Director of the Okanagan Institute for Biodiversity, Resilience, and Ecosystem Services (BRAES) at UBC-Okanagan.

Purpose: To update the Governance & Services Committee on the collaborative works being undertaken by UBC-Okanagan, Okanagan Collaborative Conservation Program (OCCP) and RDCO on ecological connectivity.

Executive Summary:
Ecological connectivity or a connected network of ecosystems is important to support ecosystem functions and the movement of species. It is also an important component in the continued provision of ecosystem services like clean air and water and contributes to the unique Central Okanagan lifestyle and environment.

The Central Okanagan is a critical link to ensure a continued flow from the US Columbia Basin to the BC Interior Plateau. The RDCO together with UBC-Okanagan, OCCP and the Washington-BC Transboundary Working Group held a workshop in November 2015 to address planning for ecosystem connectivity in the RDCO. Dr. Lael Parrott will be providing an update on the ecosystem connectivity project.

RECOMMENDATION:
THAT this Report and the presentation on Planning for Ecological Connectivity in the RDCO be received for information.

5. Delegation

5.1 Dr. Lael Parrott, Director of the Okanagan Institute of Biodiversity, Resilience and Ecosystem Services (BRAES) at UBC-Okanagan re: Update on the works undertaken by UBC-Okanagan, Okanagan Collaborative Conservation Program (OCCP) and RDCO on ecological connectivity. Dr. Parrott addressed the Committee providing an update on ecological connectivity including:
• The project has been ongoing for a few years in collaboration with the UBCOkanagan, Okanagan Collaborative Conservation Program and the Regional District
• Goal: Be responsible stewards of natural ecosystems to protect, enhance and restore biodiversity in the region.
• The problem: Loss of habitat
o Okanagan has the highest species at risk in all of BC
• The solution: plan now to maintain ecological connectivity in the Central Okanagan.
• Restoration of habitats is exceedingly costly and more difficult to do than conservation--pro-actively planning for connectivity should be a priority.
• To date: wildlife corridor mapping, transboundary connectivity mapping, overlays with existing land use land cover and tenure, stakeholder workshop in November 2015.
• Next steps were reviewed: incorporating ecosystem services provisioning into the mapping, formation of an action team to follow-up on workshop outcomes.
Discussion:
- Within the area east of airport to the Okanagan Mountain corridor, is there urban landscape that has infringed on the corridor, and if so how do animals respond?
This information is unknown as animals would need to be tracked with GPS collars to determine this.
- The Objective is that species can walk through the corridor and maintain the habitat.
The project is aiming for engagement of everyone in the landscape that is affected and to be supportive.
Recreation activities can be helpful in terms of conservation - it is not necessarily detrimental.
Highways are major barriers to connectivity particularly when fencing is put in place to protect animals from entering the highways to protect the public. Wildlife overpasses work well but there aren't enough and are expensive to put in place.
- Moving from the research side to develop action plans.

7.2 2016 Committee/Board Appointments (All Directors - Unweighted Vote)

Chair Given noted that Central Okanagan West Alternate Director Darryl Hordo's wife, Cheryl Hordo, recently passed away. She was a member of the Westside Advisory Planning Commission.

The appointments for 2016 have been reviewed by the Chair and presented for consideration. It was noted that the Chair represents the Regional Board on committees and as such represents the electoral areas on the Audit Committee and the EDC Advisory Board. The Board's motion of sanctions for Director Hanson was very specific in which committees she was removed from for the next year.

SUBJECT: Biodiversity Conservation Strategy for the Okanagan Region. Presentation by Carol Luttmer, Okanagan Collaborative Conservation Program (OCCP) Coordinator.

Purpose: To provide an update on the status of the Biodiversity Conservation Strategy for the Okanagan Region facilitated through the OCCP.

Executive Summary:
A Biodiversity Conservation Strategy for the Okanagan Region (BCS) was completed in 2014, providing a "big-picture" view of the status of regional biodiversity and highlighting conservation priorities for the future. The BCS vision is to have "healthy ecosystems and habitat networks valued and conserved by decision-makers and citizens as the basis for health, livelihoods, liveable communities and economic development". The OCCP has initiated the implementation
and monitoring of the BCS. The OCCP Coordinator will present an overview of the implementation of the BCS recommendations and monitoring of the progress towards the BCS vision.

RECOMMENDATION:
THAT this staff report dated March 3, 2015 and the presentation on the Biodiversity Conservation Strategy for the Okanagan Region be received for information.

5. DELEGATIONS

5.1 Okanagan Collaborative Conservation Program (OCCP) update on the Okanagan Biodiversity Conservation Strategy - Presentation by Carol Luttmer, OCCP Coordinator

Staff report dated March 3, 2015 outlined the background of the Okanagan Biodiversity Conservation Strategy (BCS) for the Okanagan region. The Strategy was completed in 2014 and provided a 'big picture' view of the status of regional
biodiversity and highlighted conservation priorities for the future. The OCCP has initiated the implementation and monitoring and provided an overview of the progress towards the BCS vision.

Carol Luttmer provided an overview of the OCCP:
• Formed in 2007, partners signed a statement of cooperation - protecting species at risk and balancing growth with conservation.
• Over 35 partners representing academic, all levels of government and nongovernment organizations.
• Primary role is to facilitate collaboration of resources.
• Last few years focusing on data collection and mapping.
• The Okanagan has 0.8% of the land mass in BC - but has 36% of species at risk.
• Guiding principles include: protect representative core habitat areas; protect habitats characteristic of our region; connect habitat areas; maintain a matrix of lands outside of core areas and corridors; maintain diversity of ecosystems,
species and genetics; look at biodiversity from a regional perspective; share responsibility; and practice precautionary decision-making.
• Strategy outline was reviewed.
• Type of map Decision Tool: conservation ranking, relative biodiversity, wildlife connectivity and land management classes.
• Next steps: work with government and non-government agencies and First Nation to implement the strategy. Main areas to focus on: sharing mapping, education and outreach, collaboration and partnerships will continue (BC Wildlife Federation, Okanagan Similkameen Stewardship Society, nongovernment business).
• Funding history reviewed: 81% funding comes from grants and foundations.

Sarah Bird and Austin Cronkite are pursuing environment degrees at the University of BC Okanagan campus. Their appointments will complement their academic work and will assist the work of the Commission in reviewing environmental issues.

Purpose:
To consider appointing two student members for one-year terms in accord with the Environmental Advisory Commission Terms of Reference (amended August 2006).

Executive Summary:
The past student member was an asset to the Environmental Advisory Commission (EAC), and expressed a great appreciation for her experience with the Commission. Appointment of these two new student members to the EAC will supplement the depth of knowledge and understanding to address environmental issues in the region, as well as complement their pursuit of environmental degrees from UBC Okanagan (UBCO).

RECOMMENDATION:
THAT the Regional Board appoints Sarah Bird and Austin Cronkite to one-year student terms as members of the Regional District Environmental Advisory Commission (expiring October 2015).

Margarita Littley, Past Chair AAC
Margarita Littley was appointed to the Agricultural Advisory Commission November 2006. She has served six consecutive years with the AAC, and was elected as Chair of the MC in March 2012. During Margarita's six years on the MC she has been an integral part of the Commission and her participation will be missed. We thank Margarita for her years of service and wish her well in the future.

Jason Schleppe, Past Chair EAC
Jason Schleppe has served 6 years with the EAC and was elected as Chair of the EAC in March 2011. During Jason's 6 years on the EAC he has enthusiastically brought his wealth of knowledge forward. Jason was an invaluable leader of the commission and we sincerely thank him for his years of service.

Fred Anderson
Fred Anderson was appointed to the EAC in November 2006. Fred has a background in occupational health and safety and he brought a unique land use perspective to the EAC. We greatly appreciate Fred's input to the EAC and wish him well in the future.

Barry Jones
Barry Jones served 6 consecutive years with the EAC. His knowledge and participation will be missed. We thank Barry for his years of service.

The four member municipalities of the Inter-Municipal Services Advisory Board - Kelowna, West Kelowna, Vernon and Penticton - are continuing their work on common municipal issues including transit governance, the Okanagan Basin Water Board and environmental permitting.

The board is made up of the four municipal mayors and chief administrative officers.

On Friday, April 20, Kelowna Mayor Walter Gray, Vernon Mayor Robert Sawatzky, West Kelowna Mayor Doug Findlater and Penticton Mayor Dan Ashton met to plan ahead for the rest of 2012.

“By continuing to work together, the four municipalities are able to address areas of mutual concern, which will be a benefit to all the citizens of the Okanagan Valley,” says Penticton Mayor Dan Ashton.

In the past, that has included agreement on a common Safe Premises bylaw to handle properties found to be cultivating illegal drugs, the launching a Bylaw Dispute Adjudication System and lobbying for continued support of the Combined Forces Special Enforcement Unit of the RCMP, dedicated to organized crime activity.

This time around, the group discussed partnership opportunities with BC Transit, which is considering implementing a three-person panel to work with municipalities on planning.

The Mayors agreed that larger centres would like to work in tandem with its provincial transit partner, making the panel available to assist smaller centres with planning.

The group also noted it is looking forward to the Okanagan Basin Water Board’s strategic planning session scheduled for early June, and would call on municipal peers at the coming Southern Interior Local Government Association (SILGA) convention in Revelstoke to offer the OBWB suggestions and recommendations for consideration during its planning process.

Penticton Mayor Dan Ashton also broached the topic of environmental permitting issues relating to the reconstruction of streamside infrastructure, such as dike systems.

The City of Penticton will take the lead on the matter, writing a letter to senior government to review the lengthy and often costly process required before municipalities are able to conduct needed repairs.

Mayors Gray, Sawatzky, Findlater and Ashton signed two joint letters at the meeting: one to Premier Christy Clark seeking funding support for private landowners for forest fire mitigation and the other to the Union of BC Municipalities seeking a change in how funds are allocated under the Gas Tax Agreement.

Ongoing concerns that impact all member municipalities were also discussed, including enforcement of lakeshore zoning regulations and the RCMP policing agreement.

Inter-Municipal Services Advisory Board meetings are held quarterly and alternate between municipalities. The four mayors represent more than 80 per cent of the Okanagan’s population.

Environmental Advisory Commission

The Regional Board has approved keeping the number of volunteer members appointed to the Environmental Advisory Commission at between ten and 18 as outlined in the present Terms of Reference. The size of the Commission was considered as part of an overall review of those volunteer bodies that provide advice to the Regional Board. The Commission will continue to provide its advice on land-use and other pertinent applications with a focus on environmental protection, enhancement, restoration and management.

SUBJECT: Committee Structure

The Chair requested that staff review the Regional District's committee structure in order to determine the feasibility of reducing the number of committees to streamline processes and decision making, in order to reduce costs. After reviewing all committees, it is recommended that the Governance and Services Committee recommend to the Regional Board that the committees, for the year 2012, be amended as follows:

· HR/ Committee - no longer required, it's terms of reference are now included in the HR/Audit Committee (Chair and Mayors)

· Sustainability Committee - this committee is comprised of the Mayors and Chair and meets infrequently. This committee can be eliminated and should issues arise they could be referred to the HR/Audit Committee.

· Treaty Advisory Committee - can be eliminated for now and reinstated should treaty negotiations commence.

· Watercraft Committee - This committee is community members at large, the mayors, and one other Board member. This committee has met once in the last four years and can be eliminated.

· Agricultural Advisory Commission - Comprised of 6 members from the public and one Ministry appointment. Planning staff have found their input to be of value when dealing with ALR applications and OCP development and amendments and wish to see this committee continue. Costs are minimal as one staff attends and meetings are infrequent.

· Environmental Advisory Commission - Currently 16 members appointed from the public. Staff has found this committee to provide valuable advice, at minimal cost (staff time for agenda prep and minutes), however the number of members could
be reduced to 9. Our recommendation would be to reduce to 9 by not reappointing any member until we reach less than 9.

· Central Okanagan West Advisory Planning Commission - The Director from this Electoral Area wishes to keep this committee as he relies upon it when reviewing applications.

· Central Okanagan East Advisory Planning Commission - The Director from this Electoral Area does not wish to continue with this committee and should be eliminated.

· Dog Advisory Commission - That this committee be held in abeyance at this time and no appointments be made. This committee will be reviewed by the consultant as part of the Dog Control service review, and recommendations will be forthcoming as to it's structure, if needed.

· Westside Wastewater Treatment Plant Stakeholder Committee - this is comprised of one representative each of West Kelowna, Peachland, Westbank First Nation, and the Regional District. This committee meets only when needed and has been effective and it is recommended that the committee continue.

In addition to the above noted Regional District Committees the Regional District appoints a Director to external committees. Our recommendation relating to these appointments are:

· Airport Advisory Committee - continue to appoint the Chair as a representative.

· Highway 97 Coalition - Not sure if this committee is continuing so no appointment is necessary at this time.

· Okanagan Airshed Coalition - no longer exists, staff will continue to liaison with the South Okanagan Similkameen RD on joint initiatives, the North Okanagan RD no longer participates in air quality programs.

· Okanagan Marine Advisory Council - this committee no longer meets.

There will be some savings in reducing the number of committees and meetings. Directors are reimbursed $65 for half day meetings and $130 for full day meetings, plus staff time required for preparation and attendance. It is difficult to quantify the dollar amount, as it is dependent on the number of meetings held.

This is submitted for the Committee's consideration.

10.1 RDCO Committee Structure Review
In follow-up to direction from the Regional Board, staff was asked to review the Regional District's committee structure in order to determine the feasibility of reducing committees no longer required and to potentially streamline the process of decision making.

Staff report dated January 31, 2012 outlined recommendations for the following committees:

HR Committee;
Sustainability Committee;
Treaty Advisory Committee;
Watercraft Committee;
Agricultural Advisory Commission;
Environmental Advisory Commission;
Central Okanagan West Advisory Planning Commission;
Central Okanagan East Advisory Planning Commission;
Dog Advisory Committee;
Westside Wastewater Treatment Plant Stakeholder Committee;
Airport Advisory Committee;
Highway 97 Coalition;
Okanagan Airshed Coalition and the
Okanagan Marine Advisory Council

Staff noted that due to concerns raised by the Environmental Advisory Commission which is largely made up of technical people, that by cutting back on its size the effectiveness of the Commission would be jeopardized. It was agreed that further
input should be received from the Commission prior to making a final decision on the number of members required.

Regional Committee Structure Review

The Regional Board has approved adjustments affecting its advisory committees. Among the major changes: the Central Okanagan East Advisory Planning Commission will be eliminated. Staff will present a report to the Board at a future meeting on the membership options for the Environmental Advisory Commission. The requirement for a Central Okanagan Dog Advisory Committee will be considered during the overall review of the Dog Control Service. Several other inactive Board committees have also been discontinued. The Central Okanagan West Advisory Planning Commission will remain active.

Mayor to honour sustainability

Kelowna residents are being encouraged to submit nominations for the 2011 Mayor’s Environmental Achievement Awards.

Presented annually to individuals and groups who have made outstanding or innovative contributions to the protection or management of the environment, the awards are now in their eleventh year.

“Everywhere you look there are groups, businesses and individuals making a difference by taking a more sustainable approach,” says Mayor Sharon Shepherd.

“Our annual Environmental Achievement Awards recognize those that ­­set an example for others in Kelowna to follow.”

Nominations will be accepted for businesses, schools, groups and individuals as well as in the areas of friendly commuter, friendly yard/garden and most sustainable development.

The awards are based on nominations received from the community.

Winner selection is based on the highest level of environmental dedication, perseverance, accomplishment and achievement as judged by a committee of previous award winners.

The deadline for nominations is May 6.

Nomination forms are available on the City’s website at http://www.kelowna.ca/environment/.

The 2011 Environmental Achievement Awards will be presented June 15, 2011 at UBC Okanagan 4:30-6:30 p.m.

January 24, 2011 Highlights of the Regional District of Central Okanagan Regular Board Meeting

Advisory Commission Appointments

The Regional Board has appointed nine new members to the Regional District of Central Okanagan Environmental Advisory Commission.

Beverly Andrews, Angela Cormano, Kellie Garcia, Les Gyug, Sarah Henderson, Mathias Hulten, John Janmaat, Holly Kelly and Allan King will serve a three-year term on the Commission until January 2014. The Commission serves in an advisory capacity to the Regional Board and reviews pertinent land use applications by considering environmental impacts, health and sustainability.

9.6 Report regarding appointment of members to the Environmental Advisory Commission (All Directors - Unweighted Vote)

The question was raised about the maximum number of members on the committee and whether it is necessary to have this many members, particularly with the incorporation of the District of West Kelowna and the reduction in lands being considered. Staff noted that there are always individuals leaving the committee through their tenure therefore the numbers
do fluctuate. The Commission will end up with 15 members as terms will be ending in April 2011.

Ban on residental pesticide use scrapped

Vernon residents will still be able to use pesticides to control weeds on their own property.

On Monday, city council agreed to reduce cosmetic pesticide applications on its own land, but a proposed residential ban in 2012 was scrapped.

“It’s private property we were talking about there and we couldn’t enforce it,” said Coun. Mary-Jo O’Keefe, who made the motion not to prohibit use in residential yards.

Similar views also came from the rest of O’Keefe’s colleagues.

“How do you make people do this — hire the bylaw police?” said Coun. Jack Gilroy.

Mayor Wayne Lippert insisted that having a bylaw that isn’t enforced would undermine the city’s credibility.

“There are too many loopholes for people to get through it,” he said.

Council also decided to avoid a residential ban now because the provincial government is currently reviewing legislation on cosmetic pesticides.

“By then we’ll have a direction from the province and it will be easier for us to do,” said O’Keefe of enforcement.

As part of council’s decision, city staff has been instructed to develop a program that educates the public about cosmetic pesticide use.

Coun. Buffy Baumbrough, chair of the environmental advisory committee and a cosmetic pesticide bylaw advocate, was absent Monday.

RECOMMENDATION:
THAT the Regional Board re-appoint current members, Barry Jones, Fred Anderson, Ron Brown, and Jason Schleppe, to a three-year term (expiring November 2012).

PURPOSE:
To consider appointing current members for a second consecutive three year term as permitted under the Terms of Reference for the Environmental Advisory Commission (EAC).

POLICY:
The following is a Board policy:
• have ten to eighteen members on the Environmental Advisory Commission.
• members shall be appointed for three-year terms with a maximum continuous tenure of two full three-year terms.

BACKGROUND:
The main role of the EAC is to advise and assist the Board and the citizens of the Regional District of Central Okanagan in the protection, enhancement, restoration, management and appreciation of the natural heritage and to ensure that communities are planned to provide for environmental sustainability and community health.

The EAC provides independent advice to the Governance and Services Committee and the Regional Board on a range of complex and often difficult environmental matters. It brings together knowledgeable, experienced and technically capable people from the entire region to address the issues at hand.

In accordance with the EAC Terms of Reference, members are selected on the basis of their demonstrated interest and participation in environmental and community matters, academic qualifications, availability, work experience, knowledge and professional expertise and regional representation.

Five current members were appointed by the Board in November 2006; Barry Jones, Fred Anderson, Janice Reilly, Ron Brown, and Jason Schleppe. Their terms expire in November 2009.

Four of the members indicated a willingness to continue to provide their expertise, time and energy to the EAC for another three year term. One member, Janice Reilly, indicated that due to a conflict with other commitments she was unable to continue as an EAC member, though she noted that she has enjoyed her time and hopes to be able to consider returning to the EAC at some future time when her commitments no longer conflict.

Currently there are twelve members on the EAC. The EAC Terms of Reference allow for membership of ten to eighteen voting members. Appointing the current four members or a second consecutive three year term would result in a total of eleven members.

Reappointment of the current members will ensure a continuation of a range of expertise and knowledge as well as consistency in recommendations on environmental issues of regional concern.

PLANNING STAFF COMMENTS:
That the above members meet the relevant qualifications and experience criteria and that Planning staff recommends that the Regional Board approve the reappointment of current members to the Regional District Environmental Advisory Commission.

What area would the plan cover?

The South Okanagan Regional Growth Strategy (RGS) recommends the development of an inter-regiona biodiversity conservation strategy to balance ecosystem interests with economic and social sustainability. Although the RGS does not
include the Similkameen area, there are opporturities to partner and support comnunity planning initiatives there.

Conservation program partners in both the Central and North Okanagan, and North Central Washington are interested in
collaborating on the plan as it relates to the ecolcgical corridor that runs along the Okanagan Valey as a whole

3. Delegations

3.1 Carolina Restrepo-Tamayo, OCCP Coordinator, regarding the Okanagan Collaborative Conservation Program - a proposed biodiversity strategy for the North and Central Okanagan:

Carolina Restrepo addressed the Committee and provided an overview of the Okanagan Collaborative Conservation Program.

• A partnership of organizations and businesses with shared goals which include maintaining regional biodiversity, protecting species at risk, maintaining ecological connectivity through the Okanagan Basin, and balancing regional growth with conservation.
• Members of the OCCP include all levels of government, BC Ministry of Environment, regional districts and municipalities, land trusts and stewardship and outreach organizations.
• The mandate is to assist partners in sharing information, collaboration and research to fill knowledge gaps, and setting priorities on conservation issues.
• The OCCP developed a Statement of Cooperation which was signed by its 24 members (including the RDCO).
• The program is now working on developing and submission of a biodiversity conservation strategy for the North and South Okanagan. A review of the strategy was highlighted.
• Funding for the project was reviewed. Over a two year period the budget for the RDCO is projected at $10,000 per year.

Director Rule arrived at 8:45 a.m.

Discussion:
Funding of $10,000 would be over and above the 'in kind' contributions.

If other partners do not participate, would the project proceed? Yes, but it is believed all partners will participate.

It was noted the Okanagan-Similkameen is in the second year of their strategy. Were the costs similar to this study? Unsure, but it is believed to be. Information can be accessed on the OCCP website.

The program would be coordinated with the RDCO's Regional Growth Strategy. Timing works very well. From a budget perspective would the budget be included in the RGS? Staff confirmed no, it will be a separate budget item. External funding sources may also be available for the program and staff will continue to review this.

THAT the Okanagan Collaborative Conservation Program (OCCP) - a proposed biodiversity strategy for the North and Central Okanagan presentation be received;

AND FURTHER THAT $10,000 in funding be included in the 2011 and 2012 financial plan for the OCCP program.

The information highway has a new stop for anyone wanting to get information on conservation efforts in the North Okanagan.

The Okanagan Collaborative Conservation Program has launched a new website at www.occp.bc.ca.

“On the site you will find background information on who we are, links to resource materials and articles on conservation and environmental planning issues, a list of program partners and a link to the Okanagan ecosystem atlas which is nearing completion,” said Patrick Allen, with the group.

“As partners add information to this site on an ongoing basis, it is hoped the public will continue to check for updates and find the site useful and informative on local and regional conservation planning issues.

The ecosystem atlas provides a one-stop site for planners, developers, conservation organizations and the public that requires no special software or expertise to access.

It will provide numerous data layers such as environmentally sensitive area maps, wildlife habitat maps, base maps, zoning, approximate cadastral boundaries, and links to regulatory information, best management practices and official community plans.

“This allows anyone to identify the location of sensitive ecosystems and planning information relative to polygon boundaries,” said Allen.

“Information explaining the source of the data and its use is also provided.”

The Okanagan Collaborative Conservation Program is a group of partner organizations that work on common environmental conservation goals.
