Armstrong residents opposed to having water meters installed have a
chance to have their say.
The city wants to borrow $437,109 of the estimated $750,000
universal water metering capital works project. The amount borrowed
must be repaid within 20 years.
“We now advertise the plan for two consecutive weeks, and the
electorate has a month to reply,” said Armstrong Mayor Chris Pieper.
“We would need 10 per cent of the electorate, which is 309
signatures, to register a complaint or comments, opposed to us
borrowing the money.”
The city’s goal is to install water meters in all remaining

Veteran fights NORD process

A Second World War veteran is protesting what he
sees as a lack of democracy at the North Okanagan Regional District.
Michael Fairbrass, a Spallumcheen resident, told directors Wednesday
that the alternate approval process being used to garner public
support for borrowing $11 million for a new library is wrong.
“I’m beginning to wonder whether the constitutional rights of a
Canadian citizen are compromised,” he said.
Under the alternate approval process, North Okanagan residents have
until July 5 to sign a petition in opposition to borrowing the
funds. If 10 per cent of the voters — or 6,355 names — sign the
petition, the regional district cannot proceed with its plans.
Fairbrass is concerned that not enough has been done to make
residents aware of the process.
“Tax notices were sent out in late May to each and every property
owner, could these bylaw notices have been enclosed to those
property owners?” he said.

NORD has agreed to borrow the $11 million for the new Vernon library
through the Municipal Finance Authority because of competitive
interest rates (ORL cannot apply to MFA directly).
ORL will repay the principal and pay the interest, fees and
financing, and cost-sharing will be done by the entire library
district, which goes from Golden to Osoyoos and Princeton.
“This is support for the funding part,” said Will Hansma, director.
The petition is available at the NORD office, all municipal offices
and at www.rdno.ca.

Alternative Approval Process for Library
The Regional Board has authorized Regional District of Central
Okanagan staff to conduct an Alternative Approval Process on behalf
of the Okanagan Regional Library District. The approval of electors
is required so that the Regional District may adopt bylaws
borrowing of $4.5 million on behalf of the Library District for
construction of a new library administration building.
At least ten per cent of the estimated 124,330 qualified electors in
the Central Okanagan would have to sign and return Elector Response
Forms before the deadline of July 11th, to require the Regional
Board to hold a referendum to gain elector assent, before proceeding
with the borrowing bylaws. Information regarding this Alternative
Approval Process, the proposed bylaws, and Elector Response Forms
will be advertised and available on the Regional District website (www.regionaldistrict.com),
at its 1450 KLO Road office and at municipal offices in the City of
Kelowna, District of Lake Country, District of Peachland and
Westside District Municipality.

Approval Process for a proposed bylaw to fund the operation and
maintenance of the
Beach Recreation Building. A total of 363 electors returned response
forms, which is greater than the minimum ten per cent of signatures
required and prevents the Board from proceeding with the bylaw
without first holding a referendum to seek elector approval.

Elector Assent Sought On North Westside
The Regional Board has approved the use of the Alternative Approval
Process to gain elector assent
establishing a Service Area to provide an annual grant to the North
Westside Communities Association for the operation and maintenance
of the Killiney Beach Community Hall, adjacent library and
supporting lands. The proposed grant would be raised
through a tax requisition of
per $1,000 assessed value for properties within the
North Westside Road Fire Protection District. Elector Response Forms
will be available from 8:00 am Monday, September 24th to 4:00 pm
Wednesday, October 31st. At least 10% of the estimated 2,099
eligible electors must sign and return forms to require the Regional
Board to hold a referendum before adopting the necessary bylaws
establishing the new Service Area.
